And, not really a surprise, not everything is running smoothly.
Since a few days, the teachers of the public schools are on strike. This shows on the streets - we saw a lot of students waiting to get home again during the morning, as there was no school because of the strikes.
The teachers are striking for higher salaries, to be precise for higher allowances for home & commuting. While you could say "that's what everyone wants" - they are really badly paid. Their salary starts as low as 16.000 Kenyan Shilling (KSH) per month, that is less than 200 USD, up to 124.000 KSH, about 1.450 USD. Compare to about 100 KSH for 2kg Maize flour, one of the basic foods of Kenya.
The budget for the counties is also in discussion, today was in the news that the first budget round was finally fixed, distributing a small portion of the current national budget to the counties. This will definitely lead to further discussions - as it limits the options for the counties. Additionally, the current central institutions are still as they were - though 60% of the tasks are delegated to the county level.
For Nairobi County, we read the news that the county will spend some of its budget to improve the level 5 hospitals - we learned in our project that these are the district hospitals which handle a high number of patients waiting for treatment. So - that is good news for Nairobi county.
There is already some rumor that more / other civil servants will go on strike!
So - we are here in interesting times... !
Lehrerstreik und Budgetdiskussionen
Kenia ist kurz vor dem Beginn des ersten Haushaltsjahrs am 01. Juli seit dem Regierungswechsel. Das führt zu vielen Diskussionen - um das liebe Geld...
In Kenia streiken derzeit die Lehrer der öffentlichen Schulen - das fällt im Straßenbild auf, den man sieht sehr viele Kinder, die auf den Bus zurück nach Hause warten... an den Schuluniformen gut zu erkennen.
Die Lehrer wollen mehr Gehalt bzw. zusätzliche Entschädigungen für die Fahrt zur Schule und anderes. Das hört sich so an wie überall - aber die Lehrer hier verdienen wirklich wenig, zwischen 16.000 und 124.000 KSH, das sind umgerechnet zwischen knapp 150 € und 1.100 €. Und das ist wirklich nicht viel, auch in Kenia, wo ein 2 kg Paket Maismehl, eines der Grundnahrungsmittel, ca. 100 KSH kostet.
Das Budget für die neue Struktur im Land, mit den "Counties", ist gerade in einer ersten Runde verabschiedet worden - die Counties haben einen ersten kleinen Teil des bisherigen nationalen Budgets bekommen.
In Nairobi County soll ein Teil des Geldes für die Verbesserung der Versorgung in den "Level 5" Krankenhäusern genutzt werden. Die kennen wir jetzt durch unser Projekt - das sind die großen Distrikt-Krankenhäuser, in denen viele Patienten behandelt werden.
Die Budgetverteilung wird auf jeden Fall neue Diskussionen bringen - denn weit kommen die Counties damit nicht. Auch sind die zentralen Funktionen bisher nicht verkleinert worden - obwohl 60% der Aufgaben in die Counties gehen sollen.
Es gibt schon Berichte, nach denen noch weitere Beamte in Streik treten wollen.
